The Cycle-to-Work scheme was launched by the Government in 2009 to encourage the use of bicycles to travel to and from work. The scheme allows for a civil or public service employer to incur the expense of providing an officer with a bicycle and bicycle safety equipment up to a limit of €1,000, without the officer being liable for benefit-in-kind taxation. The tax exemption can only be availed of once in any five year period. The scheme is managed by the Department of Finance. The NPS manages the supplier listing only. Officers wishing to use the scheme should contact their Personnel Officers.

The NPS has a dedicated technical advisory service with expertise in the field of high security printing. 

This is an area that is constantly evolving with new products, technologies, and applications constantly becoming available.

The Security Printing section will engage with public sector buyers to provide:

• An advisory service for their security print needs
• Consultation with potential suppliers and pre-tender research
• A full procurement service including the enhancement and updating of specifications and legally compliant tendering on behalf of public sector buyers.

Current services to the public sector include the procurement of motor tax discs; driving licences; high security cheques, certificates and licences; as well as plastic identity cards and other security products and applications.

National Procurement Service (NPS) mini-competition for the supply of natural gas to the Health Service Eexcutive (HSE) Sector (2012)

The Department of Foreign Affairs and Trade, following an EU-Level advertised procurement process, has established a Framework Agreement for the provision of Ground Transport Services for the EU Presidency

This contract is held by Office Depot. This is one of the mandatory contracts specified in the Department of Public Expenditure and Reforms Circular 06/12 of 25th July 2012, which must be used by all non-commercial public sector buyers in the following areas:

• Central Government departments offices and agencies.
• Local authorities, town councils, county enterprise boards and libraries.
• The health sector including the Health Service Executive (HSE) and the Health Information and Quality Authority (HIQA).
• Third level institutions.
• VEC schools and VEC’s acting on behalf of schools and youth centres.
• Primary schools.
• Secondary schools.
• Special schools.
• An Garda Siochána.
• The Defence Forces.
• The Irish Prison Service.
• The National Lottery Company Limited.

This contract is held by Datapac Ltd. The NPS has an option to extend the contract for two further periods of six months each.
